FIATA Diploma Course receives support from International Trade Skillnet at Chambers Ireland
Following arrangements IIFA has made with the International Trade Skillnet at Chambers Ireland, we can now offer the FIATA Diploma Course in Freight Forwarding which commences at the end of this month to applicants from IIFA Full Trading Members at a reduced rate of E1000.00 per applicant.
Because the grant aid only covers twenty applications, the number of such reduced fees will be restricted to a maximum of one applicant per member firm. The applicant must be a full time employee of the qualifying member firm i.e. Full Trading Member firm.
The fee of E1000.00 will be payable to Chambers Ireland. However please post the cheque to;

For normal applications please make out cheque to Irish International Freight Association. Please register names on the IIFA website. It should be noted that this reduction in fees is being offered to IIFA full trading members only. The final cut-off for the reduced fee is Wednesday 12th of November at 5PM. Otherwise the fee will be E1950.00 and a sliding scale will apply for more than one participant as follows;

Trans Eurasia Express now to be a regular service from
February 2009
Following on from our item in the October issue about a trial shipment from China to Germany by rail, it has now been reported that the German service provider DB Schenker plans to provide regular freight trains to China from February 2009.
Two boxtrains a week will initially be offered. They will connect Shanghai and Beijing (both China) via the Eurasian land bridge with German cities such as Hamburg, Nuremburg and Duisburg. The Trans Eurasia Express will operate both as a company train and as a public service. The first example of a company run was a train operated for Fujitsu Siemens Computer, which arrived in Hamburg on 6 October after only 17 days in transit. The product will be marketed by Trans-Eurasia Logistics, a joint venture between the German railway Deutsche Bahn, Russian Railways RZD, and their partners Polzug, Kombiverkehr and Transcontainer. There is close collaboration with the railways in China. DB Schenker said that companies from the automobile, chemicals, home appliance, machinery and paper industries are interested in the rail corridor to China.

Two New Services to/from Rosslare Louis Dreyfus Lines
The new LD Lines route between the leading French port of Le Havre, and the Southern Irish port of Rosslare kicks off on Sunday 9th of November 2008.
Every weekend LD Lines make a round trip between the ports of Le Havre (Friday) and Rosslare (Saturday). With a service speed of 24 knots, the new ferry makes the crossing between France and Ireland in just 20 hours.
The LD Lines ferry carries up to 800 passengers, with 110 cabins, and the award-winning LD Sleeper Seats and reclining seats.
LD Lines ferries are fully equipped with modern onboard facilities, and are maintained to high standards ensuring passengers have the level of comfort and safety they expect from their Ferry service to France. Ferry gets in on Sunday evening just as the motorways are open for trucks.
Cobelfret
Cobelfret introduced a weekly service between Zeebrugge and Rotterdam to Rosslare on Friday 17th of October last. This service offers hauliers even more options for transporting goods between Ireland and mainland Europe, expanding markets and opportunities for Irish business.

Customs: Commission publishes the 2009 version of the Combined Nomenclature
The European Commission has published the latest version of the Combined Nomenclature (CN) applicable from 1 January 2009.
The Combined Nomenclature forms the basis for the declaration of goods (a) at importation or exportation or (b) when subject to intra-Community trade statistics. This determines which rate of customs duty applies and how the goods are treated for statistical purposes. The CN is thus a vital working tool for business and the Member States' customs administrations.
The Combined Nomenclature was established by Council Regulation (EEC) No 2658/87 on the tariff and statistical nomenclature and on the Common Customs Tariff. It is updated every year and is published as a Commission Regulation in the Official Journal of the European Union, L Series. The latest version is now available as Commission Regulation (EC) No 1031/2008 in EU Official Journal L 291 of 31 October 2008. This version applies from 1 January 2009.

NOL CEO says highly qualified employees needed
Ron Widdows, the chief executive of Neptune Orient Lines (NOL), which includes container shipping line APL, has warned of difficult times ahead for the container shipping industry. Speaking at a graduation ceremony at Erasmus University in Rotterdam, Widdows advised graduates that "the global container shipping industry is facing a turbulent period of collapsing profitability, with the need to reduce costs and align its capabilities to much lower demand levels. Companies face difficult choices in their asset deployment and large-scale capacity reductions are likely. The industry is in desperate need of highly qualified employees with skills in areas such as financial restructuring and analysis, economic forecasting and change management. Without new thinking and new talent, liner shipping is doomed to repeat the failings of its recent past."

Truckers to pay more in Poland
The Polish government is set to terminate the truck vignette system for motorways on 30 June 2011, instead of in July this year, as originally planned. A new law drafted by the country's parliament envisages the introduction of an electronic payment system on the same date. Transport enterprises now have to pay more for the remaining time in which the vignette system applies, namely EUR 1,100 for a vignette, instead of EUR 800.

AA Launches E-Freight
American Airlines Cargo has joined the e-freight movement. The e-freight initiated was pioneered by the International Air Transport Association (IATA) and promotes paperless documentation for cargo flights. AA Cargo implemented e-freight on its flights between JFK Airport and London Heathrow, with additional U.S. airport participation expected soon.
Dave Brooks, president of AA Cargo, said, "The U.S. launch of e-freight initiatives brings us one step closer to a completely paperless environment. The improvement in data quality and timeliness of information will increase the speed of our interactions, yielding more efficient commerce for all of us in the air cargo industry."
Additionally, Australia and New Zealand have implemented e-freight on several routes. The paperless solution is being used on New Zealand-Singapore, New Zealand-Hong Kong, Australia-New Zealand, Australia-Singapore and Australia-The Netherlands routes.
IATA plans to publish its E-Freight Handbook in November.

France to establish truck toll
The French national assembly recently approved the introduction of a distance-related ecology levy for commercial vehicles weighing more than 3.5 t, in the framework of the country's environment protection programme "grenelle de l'environnement." It will probably amount to between EUR 0.05 and 0.30 per km and will be levied in Alsace from 2011 on and nationally from 2012. It will apply to all roads outside of the motorway network. Several details of the proposal which have not yet been decided upon will be settled in a new national finance law.

Italian carmaker Lamborghini has opened a new 118,403 square-foot logistics center in its hometown of Emilia-Romagna.
The state-of-the-art, environmentally friendly facility will serve as a primary warehouse and distribution hub, and will significantly reduce carbon emissions from heavy goods traffic in the region. Lamborghini posted a record profit of $54.8 million for the first half of this year.
Meanwhile, the carmaker is on track to open eight new dealerships around the world.

Dutch trucking community protests
The Dutch truck haulage and logistics industry feels subjected to massive pressure by the impending increase in the truck toll on German highways. The decision to raise the charge for Euro 3 trucks, in particular, has angered entrepreneurs. Euro 3 trucks registered in the Netherlands have largely been equipped with top quality particulate filters, thanks to a state-run support programme, making them highly environment-friendly. Investments of around EUR 9,000 per truck have thus been rendered worthless.

Working hour limits extended to all truck drivers
The EU's working hours guideline 2002/15/EC for professional drivers, which currently applies to employed truck and bus drivers, is to be extended to include fictitiously self-employed drivers. The EU Commission has proposed a corresponding change to the law, which has been in force since March 2005. Europe cannot accept that road safety is endangered, unfair competition engaged in and social protection regulations sidestepped, all because drivers are pressured by their employers to pretend that they are self employed. Monitoring will simultaneously be intensified when the new regulations come into effect, to ensure the correct implementation of the updated guideline.

November launch for LA-Long Beach truck fee system Terminal operators in Los Angeles-Long Beach will launch the clean-trucks program known as PortCheck sometime in mid-November.
PortCheck is the electronic system that will be used to process trucks as they enter marine terminals, and to charge cargo interests a clean-truck fee of $35 per TEU. The revenue from the clean-truck fee will be used to help truckers purchase new vehicles that comply with the ports' strict new emission standards. The $35 per-TEU clean-truck fee will be assessed directly to importers and exporters.
Cargo interests are encouraged to establish an account with PortCheck. This process will be similar to the system under which PierPass bills importers and exporters that send their trucks to the harbor during the peak daytime shift.
